: The research underpinning this paper involved human participants, encompassing 48 elite interviews with officials from the European Union, China and individual EU member states, as well as practitioners from non-governmental organisations.
: The informed consent of participants was secured through them being provided with a document that transparently and clearly explained the purpose and aims of the research.
