The Advarra IRB determined that data collection at Site 2 was exempt from IRB oversight given that the survey was anonymous and part of a program evaluation. The State of Hawaiʻi Department of Health IRB determined data collection for Site 3 to be program evaluation and therefore not subject to IRB oversight.
