: This research was conducted by the International Organization of Migration and did not require formal ethical review from an Institutional Review Board. The initial and principal purpose of the work was not for academic research but to inform government policy. Fieldwork was conducted between October 2021 and April 2023 and used ethical protocols to ensure free and informed consent. As per standard practice at the IOM, this consultation project adhered to the IOM Standards of Conduct (IN/15 Rev. 1), ensuring ethical and professional practices with an emphasis on integrity, impartiality, cultural sensitivity, respect, and dignity. The research design was also reviewed by the RMI Government’s Tile Til Eo Committee as part of the quality assurance process for developing the National Adaptation Plan, which prioritizes gender equity and fair representation.
