This submission has, therefore, a significant overlap with that paper of 2018: large parts of Sects. , , and in this submission already appeared in []. In contrast, all the material and results in Sects. and of this submission are new. Also some results in Sect. , specifically Lemma and Theorem , are new. We want to stress that some of the new results lead to improvements with respect to the results in the conference version [].
