: Our study has received a certificate of compliance with data protection regulations from the Data Protection Committee at the institution where the research was conducted. The certificate of compliance confirms that the study does not involve any personal data and is therefore not subject to the General Data Protection Regulation (GDPR) (EU) 2016/679, which governs data protection and privacy in the European Union, nor the amended French Data Protection Act of January 6, 1978, known as “Informatique et Libertés.” This law outlines the principles for processing personal data in France, ensuring the protection of individual rights and freedoms related to personal information. Since our research does not fall within the scope of these regulations, the Data Protection Committee at the institution where the research was conducted has approved the use of the data in our study. We certify that the study was performed in accordance with the ethical standards as laid down in the 1964 Declaration of Helsinki. All participants provided informed consent after being fully informed about the study’s purpose, procedures, risks, and benefits. All qualitative data with participants (managers in healthcare organizations) were anonymized, ensuring that no names appear in any research documents.
