: This study compares the regional transportation plan for the San Diego Association of Governments (SANDAG) Metropolitan Planning Organization (MPO) with the regional transportation plans of 10 other MPOs in the United States. The authors of this paper received funding from the National Science Foundation (NSF) through the Smart and Connected Communities Program, in which SANDAG is the main community partner for the funded project. SANDAG did not receive any funds from NSF, aside from potentially covering travel expenses for a SANDAG employee to attend an annual NSF Principal Investigator's meeting. Moreover, the authors do not have any direct financial interest in SANDAG; however, the authors do benefit from having SANDAG's continued support as a community partner on the ongoing NSF research project.
