: CDC determined this activity was research not involving human subjects and did not require institutional review board (IRB) approval. However, when only individual level birth data with potential for identification of individuals through a combination of indirect identifiers (i.e., zip code, race, and age) was available from the Texas Department of State Health Services (DSHS), that portion of the study was reviewed as human subjects research and approved by the Texas DSHS and CDC IRBs. This study was performed in line with the principles of the Declaration of Helsinki.
