: This study used birth certificate data in Texas during 1996 to 2008 from the Center for Health Statistics in the Texas Department of State Health Services (DSHS). The use and analysis of the birth certificate data have been reviewed and approved by the Institutional Review Boards (IRB) at both the Texas DSHS and Texas State University.
: Not applicable. This study only uses secondary data by public agency by removing identifiable information for human subjects, and no individual level data will be reported. For this type of study, formal consent is not required.
