: As a part of doctoral research, the data collection for this research was approved by the relevant authorities at the School of Spatial Planning, TU Dortmund University, Germany. Confidentiality agreements were signed with the participants of the study. The interviews and the group discussions were audio-record, transcribed and impersonalised. The pseudonames (imaginary first names) were used when quoting a particular respondent or group of respondents to maintain anonymity and confidentiality.
