English version of this paper (which had appeared in Polish, in a journal Teksty Drugie 2022:4, 12-31) was greatly adapted to target an international audience who do not read historical sources in Polish regarding water management and socio-cultural perception of floods but would like to investigate links between state-led policy and water management from a comparative historical perspective.
