: Whales were handled only by US Government officials of the National Marine Fisheries Service charged with permits under section 109-H of the US Marine Mammal Protection Act (MMPA). The officials are not issuing permits to themselves, wherefore there is no permit number. Pursuant to the regulations 50 CFR 216.22 and 216.37 of MMPA, JZ was authorized to receive barnacles by the National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service.
