Ethics approval: This study was based on expert interviews conducted in the participants’ professional capacities. Under the regulations of Germany and affiliating institutions, formal ethics committee approval was not required because no sensitive personal data were collected and the study posed minimal risk to participants. Participation was voluntary, and informed consent was obtained from all interviewees before data collection commenced.
