: All procedures in this study were approved by the Municipal Government of Medellín. The study was conducted in accordance with legal and ethical standards. Furthermore, all survey data were collected, stored, and managed in compliance with Colombia’s data protection regulations (Law 1581 of 2012)
: Informed consent was obtained from all individual participants included in the study. Participants in the expert workshops provided written informed consent prior to their participation. For the citizen participation survey, written consent was the first step of the survey protocol, as approved by the ethics committee. All data was anonymized before analysis to protect participant privacy.
