: This study was approved by the Ethics Village Development Committee in the Delta Zone, Myanmar. All methods were carried out in accordance with relevant guidelines and regulations, and the ethical standards outlined by the approving committee. Informed consent was obtained from all individual participants included in the study. Participants included Civil Servant Officers from the Department of Rural Development under the Ministry of Cooperative and Rural Development, Myanmar, as well as farmers, distributors, landowners, and other relevant stakeholders. Consent was secured via audio-recorded verbal consent at the commencement of each interview and focus group discussion (FGD) at the village level, in compliance with institutional protocols.
