: The research was conducted at a government regulatory institute. Ethical approval for conducting and publishing the study was obtained from the institution. No biological materials were involved; the study was based on a Webropol survey. The respondents were policy-level professionals. All participants provided informed consent for the synthesis of their responses and publication of the findings (see Supplementary Material for details). A draft of the manuscript was also shared with all respondents via email to confirm their consent. Informed consent was provided by all respondents, with clear communication that the data would be handled anonymously and published in a peer-reviewed journal. The initial manuscript draft was shared with the respondents to validate the accuracy of our interpretation of their input.
