: This study was conducted in accordance with the Declaration of Helsinki as revised in 2019 [].The study was approved by the Makerere University School of Medicine Research and Ethics Committee, approval # Mak-SOMREC-2021-201, and the Uganda National Council of Science and Technology, approval # HS1855ES. We obtained administrative clearance from the participating hospitals and districts to access participants. All participants provided written informed consent for participation and audio recording on their own, without requiring a third party. The interviews for persons with underlying chronic disease(s) were conducted in the participant’s language of preference, while the key informant interviews were conducted in English.
