Under their guidelines, the research we conducted falls under program evaluation, not human subjects research, as per federal regulations summarized in 45 CFR 46.102(l). Student projects were part of academic requirements, and the research focuses on summarizing rather than collecting data directly from participants. The IRB did not issue a waiver of consent documentation as consent was not required for this type of evaluation.
