All expert participants involved in the content validation and ANP weighting phases were informed about the study objectives, procedures, and intended use of the findings prior to participation. Participation was entirely voluntary, and written informed consent was obtained from all experts. For the archival contractor compliance data, access was granted through formal authorization by the host organization, and no personally identifiable information was collected or analysed. All data were handled confidentially and used exclusively for research purposes.
