: This study received ethical approval from the Kampala International University Research and Ethics Committee (REC) under approval number KIU-2024-554. Informed consent was obtained from all participants involved in the study. Women beneficiaries ( n = 124) and key informants (officials, private partners) were provided with detailed information regarding the study’s purpose, methods, and potential risks. Participants voluntarily agreed to take part in the research.
