: This study was approved by the Research and Academic Committee (RAC) of the Institute of Water and Flood Management (IWFM) and the Committee for Advanced Studies and Research (CASR) of Bangladesh University of Engineering and Technology (BUET). The study tools (key informant and semi-structured interviews) complied with the guidelines of the Institutional Review Board (IRB), BUET. There was no experiment in the study involving humans, and there is no personally identifiable data in the manuscript. Participation in the study was voluntary.
