: This article uses the UNODC ARQ data originally provided at the country level but reported only at the aggregate level, data extracted from the UNODC CND’s resolutions available in the public domain, and data collected from the UNODC’s training seminar participants. The latter were collected via anonymous questionnaires, and no identifiable personal data were collected. Formal consent was not required for this type of study.
