: The study received ethical approval from the Ethical Review Committee of the School of Pharmacy, College of Health Sciences, Addis Ababa University (Approval code: ERB/SOP/39/11/2018). The study is conducted according to the declaration of Helsinki. Health facility administrators granted permission for the study, and all key informants provided informed consent to participate in the study. Confidentiality was ensured by avoiding participant-specific identifiers. Verbal consent was also obtained for audio recording the interviews to facilitate accurate transcription.
