The Research Ethics Board at Toronto Metropolitan University determined that this protocol did not require an ethics review, as it involved individuals who voluntarily provided information in their professional capacity about organizational policies, procedures, and practices. Under the Tri-Council Policy Statement: Ethical Conduct for Research Involving Humans - TCPS 2 (2022), such individuals are not classified as participants. This policy, developed by the Canadian Institutes of Health Research, the Natural Sciences and Engineering Research Council of Canada, and the Social Sciences and Humanities Research Council of Canada, provides the ethical framework for research involving humans in Canada and is recognized as a comprehensive guide for ensuring ethical standards in research.
