Ethical approval
: This research was examined, approved, and endorsed by the research committee of the School of Public Administration at Central South University on 18th December 2022. All subjects were informed about the study and participation was fully on a voluntary basis. Participants were ensured of confidentiality and anonymity of the information associated with the surveys. All procedures performed were in accordance with the ethical standards as laid down in the 1964 Declaration of Helsinki.
: Informed consents were obtained in February 2023 from the study participants, including project managers and their immediate subordinates. All the participants were accessed with the support of the Secretary (Head) of the Planning Department, Khyber Pakhtunkhwa Province, Pakistan. Response Participants were provided with comprehensive information regarding the study’s purpose and procedures. Confidentiality and privacy safeguards were strictly implemented throughout the research process.
