: This study received ethical approval from the School of Public Administration at Sichuan University Ethics Committee, with ethical approval reference number 202506140001. Approval was granted on June 14, 2023. The ethics committee reviewed and approved the study protocol, involving research design and methods, data collection and privacy protection, and informed consent. All procedures performed in this study involving human participants were in accordance with the ethical standards of the institutional research committee and with the 1964 Helsinki Declaration and its later amendments or comparable ethical standards.
: The research investigator secured informed consent from each participant before the survey (Survey time: August 2023). Every participant confirmed his informed consent on participation, data use, and research publication after being adequately informed about assured anonymity, research aims, data analytical approaches, and any potential risks. Participants were informed that participation in the survey was entirely voluntary and that they could discontinue their participation at any time without consequence. Informed consent was obtained from all participants between August 6 and August 24, 2023. All the responses are kept strictly confidential.
