The processing of personal data already accessible to the public was done under the Swiss Data Protection Act (LPD) and doesn’t require to have a legal basis (art. 34 al. 4 lit. b in fine LPD). Assuming that the legal conditions are met, we are also free to disclose such personal data under the same conditions, even in the absence of a topical legal basis (Art. 36 para. 2 lit. d Data Protection Authorities).
