: This study primarily consists of a systematic review of published literature and therefore does not involve human participants, human data, or biological material. According to University of Tehran Research Ethics Regulation, systematic reviews based exclusively on publicly available data are exempt from formal ethical approval. However, expert interviews were conducted to validate the consequence framework. Ethical approval for the interview component was reviewed in accordance with institutional guidelines and deemed exempt because the study did not collect sensitive personal data and posed minimal risk to participants. All procedures performed were in accordance with the ethical standards of the institutional research committee and with the 1964 Helsinki Declaration and its later amendments or comparable ethical standards.
: Informed consent was obtained from all individual participants included in the expert interview phase of the study. Participants were informed about the purpose of the research, the voluntary nature of their participation, and their right to withdraw at any time. No personally identifiable information is disclosed in this manuscript.
