: This manuscript, derived from a Ph.D. The thesis in the field of health in disasters and emergencies with the code of ethics IR.IUMS.REC.1401.1005 is approved by the Research Ethics Committee of Iran University of Medical Sciences. The present study was conducted under the Declaration of Helsinki and the Committee on Ethics in Publication (COPE). To comply with ethical considerations, comprehensive information about the objectives and process of the study was presented to the participants, and informed consent was obtained from them. Participation in the study was voluntary, and participants could withdraw from the study at any time. Participants were assigned a code, and no names were written or mentioned during the interviews. Interview recordings were deleted after transcription. Confidentiality of interviewees was maintained throughout the research process, from data collection to publication.
