Ethics approval and consent to participate

: The study has been approved by the University of Stirling Ethics Committee for NHS, Invasive or Clinical Resarch (NICR 16/17 – Paper No.64). <i>Ethics & Governance.</i> This study is overseen by an interdisciplinary and multi-agency advisory group which is made up of academics with expertise in statistics, alcohol policy and public health, a lawyer with expertise in licensing, representatives of PHE and AFS and two members of the public. The study has secured NHS Research and Development approval from all participating NHS sites. NHS Research and Development approval was not required for public health teams based in England, as they are all based within local government and are not part of the NHS. Research and Development approval was secured in Scotland for all eligible NHS boards prior to recruitment, to enable scoping discussions to take place. Full informed consent will be obtained from all individual participating interviewees and at institutional level for participating PHTs.
