: The Ethical clearance to conduct the study was obtained from Ethiopian Public Health Association (EPHA) Institutional Review Board (Ref No: EPHA/OG/130/24), as part of a broader protocol submitted to conduct a baseline assessment for integrated health system strengthening project implementation. The study was conducted in accordance with the declaration of Helsinki. Informed verbal and written consent were obtained from each study participant on voluntary basis to be included in the study. A formal letter from the Ministry of Health of Ethiopia was utilized to support the study’s objectives and the letter served as an official endorsement, facilitating engagement with key stakeholders at national and regional levels. Official data access request was requested from institutions that own the different data sources and used once its use was approved. The collected data had kept confidential anonymously through de-identification of names and other personal identifiers from record/sheet.
