: Ethical approval was obtained from the Nicolae Testemitanu State University of Medicine and Pharmacy Ethics Committee (Approval No. 83, 31 May 2017). The Ministry of Health authorized the evaluation before data collection. The study was conducted in accordance with the ethical principles of the Declaration of Helsinki. In each facility, interviewers met with the head of the institution to explain study objectives and obtain permission. All participants received written and verbal information about the study and provided written informed consent prior to participation.
