Ethics approval and consent to participate
: Ethical approval was obtained from Regional Ethical Review Board in Lund (Dnr 2015/167). The study was guided by the research-ethical principles for medical research []. The leaders with the relevant responsibility in the four municipalities gave written consent to the carrying out of the study at the planned nursing homes. Before the interviews began, the participants received both oral and written information about the purpose of the study, about the confidential treatment of the material and about the nature of participation (voluntary and subject to cancellation at any time). Informed signed consent was obtained from the participants before the interviews. The results are reported in such way as to maintain confidentiality.
