: This study was conducted in accordance with the 1964 Helsinki Declaration for medical research. At the time of the data collection (October 2016), an administrator handling the data records verified that a substantial proportion of the participants was deceased, and therefore informed consent was not obtained. Approval to conduct the data collection was granted by the Head of the Health and Social Care Administration in the municipality. The data collected included details on personal identification number and type of allocated social services over the period of follow-up. The potential harm of handling those data was considered relatively small in relation to the potential benefit of the knowledge gained and the application of that knowledge for other older people in similar situations. The Ethical Board at Umeå University approved the study Dnr: 2015/268-31Ö.
