: Ethical clearance was obtained from the Institutional Health Research Ethics Review Committee of Haramaya University College of Health and Medical Sciences and conducted according to the principles of the Declaration of Helsinki. Permission was obtained from the head of health facilities, and at each health facility, before starting the data collection, HIV focal persons were to use secondary data for this study, as the study was conducted through a review of patient records, and no consent was obtained from the patients. The personal informant was kept anonymous throughout the investigation, and information concerning particular personal identifiers, like patient names, was not collected.
