: Ethical approval was obtained from the Makerere University School of Public Health Research and Ethics Committee (SPH-2024-675). Prior to the acquisition of the data from the Ministry of Health, written permission to access the health management information system (HMIS) data was obtained from the Permanent Secretary Ministry of Health, who granted it and assigned an official to extract the data from the HMIS. The extracted data were shared in the form of an Excel sheet.
