: This retrospective analysis used monthly aggregate programme data with no direct identifiers. The study protocol was reviewed and approved by the Ethics Review Committee of Tongji Medical College, Huazhong University of Science and Technology. Because only de-identified aggregate counts were analysed, the requirement for individual informed consent was waived by the committee. The de-identification procedure followed principles consistent with the HIPAA Safe Harbor method and the GDPR concept of anonymous data. The research complies with the Declaration of Helsinki.
