The study proposal was reviewed and approved by the University of Manitoba Health Research Ethics Board (HREB HS20783 – H2017:155) and the Health Information Research Government Committee (HIRGC) of the Assembly of Manitoba Chiefs. The Manitoba Government’s Health Information Privacy Committee (HIPC #2017/2018–50) also reviewed the proposal and waived the requirement for individual informed consent on the basis that the study used de-identified administrative data, none of the participants were directly involved in the study and there was low risk of any individual being personally identified.
