: This study was approved by the Western Australian Aboriginal Health Ethics Committee (Project 797), Western Australian DoH Human Research Ethics Committee (RGS0000003168) and University of Western Australia Human Research Ethics Committee (RA/4/20/6161). Informed consent was waived by the Western Australian Aboriginal Health Ethics Committee (Project 797), Western Australian DoH Human Research Ethics Committee (RGS0000003168) and University of Western Australia Human Research Ethics Committee (RA/4/20/6161). These ethics committees supported a waiver of informed consent because the study: (a) retrospectively utilises routinely collected, existing, administrative datasets (without active participants); and (b) uses de-identified data with strict protocols for their storage, dissemination and analysis. Thus, informed consents were not provided by the participants, but the data custodians provided consents on their behalf. The study was conducted in accordance with the ethical standards of the Declaration of Helsinki (1964) and its subsequent amendments.
