: Data Transfer and Use Agreements (DTUAs) between each grantee and the University of Iowa were established to protect confidentiality of the data being analyzed. Given that all data were de-identified prior to transfer, the study protocol for data analysis was reviewed by the Chair of the University of Iowa IRB (IRB-01 #201912016) and deemed Not Human Subjects Research in that it “does not meet the regulatory definition of human subjects research and does not require review by the IRB, because this activity is an evaluation of telehealth programs for behavioral health and substance abuse; no individual identifiable information to be used.” In addition, study protocols at each contributing grantee were reviewed by that grantee’s IRB. No experimental interventions were involved, thus ethics board review was not needed. Treatment was carried out as part of routine clinical care in accordance with relevant guidelines and regulations to which patients and/or their legal guardians consented.
