: Ethical approval came from Kampala International University Research Ethics Committee (KIU-REC-2024-318, 29 August 2024) and the Uganda National Council for Science and Technology (HS3176, 12 September 2024). The Office of the Prime Minister granted field permission (OPM/R/15/2024, 25 September 2024). All participants signed informed-consent forms in their preferred language. Interviews were held in private settings; Identifiers were coded on transcripts, and each participant received a transport refund.
