Ethics approval and consent to participate
: The study was carried out according to the principles laid down in the Declaration of Helsinki. The study was not submitted to the Ethics Committee because evaluation of residents’ use of health services is a statutory function of ATS (as stated in the Lombardy regional law N. 23 of 2015 which identifies the ATS as the government agency that guarantees the health status of the population), and is a critical component of surveillance and monitoring of the National Healthcare System (NHS). Individuals’ identities were masked by anonymization according to the standard ISO 25237:201. Their unique identification number (fiscal code) was transcoded into a string by the ATS information system, which had no role in analysing the data.
