: PR is a DrPH candidate at LSHTM but is not directly affiliated with the UK-PHRST and conducted this research in partial fulfilment of the DrPH programme. PR currently works for the WHO Health Emergencies Programme (WHE) in Cambodia supporting the national response to the COVID-19 pandemic and health system strengthening, supported the WHO Ebola response in Liberia (2015–2016) and previously worked with the WHE programme in Sierra Leone (2018–2020). JP has previously received funding for research on epidemics from the UK-PHRST and is an advisor for the social science work of the team.
