: We analysed secondary data collected originally by ICF in conjunction with the participating countries. ICF had received ethical approval to conduct the study from the Institutional Review Board (IRB) of ICF Macro at Fairfax, Virginia in the USA. IRB reviewed and approved the MEASURE DHS Project Phase III. IRB in the USA.ICF granted us access and permission to use the data. There were no needs for further ethical approvals. DHS Program has remained consistent with confidentiality and informed consents over the years. ICF ensures compliance with the U.S. Department of Health and Human Services regulations for the respect of human subjects. No further approval was required for this study.
