: Ethical clearance was obtained from the Institutional Review Board of the Ethiopian Public Health Institute (Protocol Number: EPHI-IRB-205–2019) and the US Centers for Disease Control and Prevention (CDC) before data collection. The study was conducted in accordance with available guidelines and procedures. Orientation was given to the data collectors and the whole evaluation team to keep all the data confidential throughout the evaluation process. Names of the surveillance officers were not included in the report to help maintain the anonymity of the results. Permission to conduct the evaluation was obtained from Ethiopian regional health bureaus and zonal health offices. In addition, the participants were asked for their verbal consent before administering the questionnaire.
