: This study obtained ethical approval from the Human Research Ethics Committee (HREC) of the University of the Witwatersrand (Clearance certificate no. M190303) and the Institutional Review Board (IRB) of the College of Medicine and Health Sciences (CMHS) at the University of Rwanda (approval notice No 401/CMHS IRB/2018). The Rwanda National Council for Science and Technology (NCST) also granted a research permit for this study (reference: No NCST/482/136/2019). We conducted interviews in designated key informants’ private rooms of their work settings. Participants had time to read all study-related information and ask questions. Participants also signed informed consent forms before interviews. Interviewers digitally recorded the interviews with the approval of the participants. Access to data was restricted to the research team only. The study findings were anonymously reported using specific codes assigned to each participant. All methods in this study were performed in accordance with the Declaration of Helsinki on ethical principles for medical research involving human subjects.
