: This assessment was in response to a public health emergency. The Ministry of Health gave the directive and approval to evaluate the effect of the dialogue meetings on the leader’s willingness to receive COVID-19 vaccines. The Office of the Associate Director for Science, CDC/Uganda and the U.S. CDC human subjects review determined that this activity was not human subjects research. Its primary intent was public health practice and epidemic disease control. This activity was reviewed by CDC and was conducted consistent with applicable federal law and CDC policy. §§See e.g., 45 C.F.R. part 46, 21 C.F.R. part 56; 42 U.S.C. §241(d); 5 U.S.C. §552a; 44 U.S.C. §3501 et seq. All respondents were informed that their participation was voluntary and that their refusal would not result in any negative consequences. To protect the confidentiality of the respondents, each was assigned a unique identifier.
