: All focus groups were conducted with existing youth boards at youth-serving agencies and parental or guardian written consent was obtained when required (for minors) for participation on these boards. The consent process reinforced privacy and confidentiality and emphasized that participants were able to discontinue participation at any time for both adult participants and participants under the age of 18. This consent process was approved by the University of Minnesota IRB. The University of Minnesota IRB determined that the proposed activity is not research involving human subjects as defined by DHHS and FDA regulations, thus ongoing IRB review and approval for this activity was not required. The University of Minnesota IRB approved this public health surveillance project on June 15, 2021. All methods were carried out in accordance with relevant guidelines and regulations.
