: All methods for the conduct of the situational analysis in Rwanda and South Africa were performed in accordance with the ethical standards of the national research ethics committee. Ethical approvals were obtained from the Rwanda National Ethics Committee (No.0025/RNEC/2019) and the Health Research Ethics Committee at Stellenbosch University (N19/01/001) from Stellenbosch University.
