: All methods were carried out in accordance with the Declaration of Helsinki and approval for the study was received from the Auckland Health Research Ethics Committee on 12/8/2020 (Ref. AH2519). Informed consent was obtained from all participants. Additionally, locality approvals to undertake the study were sought from 22 organisations: all 20 District Health Boards (DHBs, organisations operating regional healthcare facilities) and two central government health agencies. Locality approval was provided by 19 DHBs and the Ministry of Health, but one DHB declined to participate in the survey distribution, giving a final sample of 19 organisations spread throughout Te Whatu Ora’s (Health New Zealand) four regional areas in New Zealand for the staff and visitor surveys.
