: Ethical approval was obtained from the Research and Community Service Directorate of Wachemo University. Official letters were written from the Hadiya Zone health department to the selected HFs to get permission. For confidentiality and ethical issues, the names of HFs from which information was obtained were recorded and analyzed using uniquely identifying codes. Participants of the study were asked for Informed consent before participating in the study. During the consent process, they were provided information regarding the purpose of the study, why and how they were selected and involved in the study, what was expected of them, and that they could withdraw from the study at any time. Participants were assured about the confidentiality of the information obtained in the course of the study by not using personal identifiers.
